ubd. 2. Permit Extensions. No person may excavate or obstruct the right-of-way beyond the <br /> date or dates specified in the permit unless such person (i) makes a supp lerne ntary application <br /> for another right-of-way permit before the expiration o f the initial permit, and (ii) a new permit <br /> or permit extension is granted. <br /> ubd. 3. Delay Penalty. Notwithstanding subd. 2 of this section., the City shall establish and <br /> �delay m ose dela penalty for unreasonable delays in right-of-way excavation, obstruction, patching, <br /> � <br /> or restoration. The delay p enalty shall be established from time-to-time by City Council <br /> resolution. <br /> Display. Permits issued under this Chapter shall be conspicuously displayed <br /> or otherwise available at all tunes at the indicated work site and shall be available for inspection <br /> by the Director. <br /> Sec. 707,0 . Permit Applications._ <br /> lication for permit is made to the Director. Right-of-way permit applications shall contain. <br /> �� p <br /> and will be considered complete only upon compliance with the requirements of the following <br /> a F <br /> provisions: <br /> (a) Registration with the Director pursuant to this Chapter; <br /> (b) of a completed permit application form, including all require <br /> attachments, and scaled drawings showing the location and area of the proposed project <br /> and the location of all known existing and proposed facilities; <br /> (c) Payment of all money due to the City for <br /> (1) permit fees, estimated restoration costs and other management costs; <br /> (2) prior obstructions or excavations; <br /> (3) any undisputed loss, damage, or expense suffered by the City because of <br /> applicant's prior rior excavations or obstructions of the rights-of-way or any <br /> emergency actions taken by the pity <br /> (4) f or user fees, if applicable. <br /> (d) Payment of disputed amounts due the City by posting security or depositing in an <br /> escrow account an amount equal to at least 110 of the amount owing. <br /> (e) when an excavation rinit is requested for purposes of installing additional <br /> r r r r <br /> facilities and the posting of a Construction Performance Bond for the additional facilities <br /> p g <br /> is insufficient posting the ostin of an additional or larger Construction Performance Bond <br /> for <br /> the additional facilities may be requir.d. <br /> 9 <br />
