REQ UES T FOR C1 TY COUNCIL A C TION
DATE: 03/10/98
ITEM NO:
art ent Approval: ag pproved: Agenda Section:
CONSENT
Item description: Ramsey County Depailment of Public Health Interim Use Permit -
Annual Report for Seasonal Household Hazardous Waste Collection
at Rarnse County Public Works S ii
1,0 BACKGROUND
1. 1 The Ramsey County Department of Public Health (Division of Environmental
Health) was granted an interim use permit in 1992 to allow the operation of a
seasonal collection site for household hazardous waste at the Ramsey County
Public Works site near the intersection of Larpenteur Avenue and Cent Street. This
interim use permit was extended for a five-year period in May 1996.
1.2 As a condition of approval in 1996, the City Council required the Ramsey Counter
Department of Health to submit an annual report on the operation of the seasonal
collection site. This report is to be submitted to both the City Council and the
Planning Commission for review and comment. A cover letter from Joe Wozniak,
Environmental Health Specialist, and the 1 997 Annual Report for this collection site
are attached for your review and comment. A second 'letter outlining the final
schedule for collection activities in 1998 is also attached.
1.3 Site hours and usage have remained relatively constant since the collection site
opened in 1992. In 1997, the site was open for a total of 16 days (September and
October) and was used by 1794 people. In comparison, the site was open for a
total of 16 days and used by 2041 people in 1996. The decrease in users may be
explained by the opening of a second year-round site at the Ramsey County
Recycling Center in August 1997, In 1 998, the site will be open for eight days in
May and eight days in September. It is raped that the new schedule will befter
coincide with household projects that produce household hazardous waste and will
attract more first-time users.
1.4 The Planning Commission received this report at its February 11, 1 998} .meeting.
1.5 The it y has not received any complaints regarding the operation of this facility.
SUGGESTED ITY COUN91L A cTf N
2.1 By motion, receive and file the 1 997 Annual Report for the Ramsey County
Household Hazardous Waster (HHW) Collection Site in Roseville.
Attachments: cover letter from Joe Wozniak, Ramsey County Environmental Health Specialist (dated
02/02/98), 1 997 Annual Report for the Ramsey County Household Hazardous Waste Collection Site in
Roseville; letter from Joe Wozniak regarding the final schedule for H HW collection in 1998 (dated 02/19/98).
Prepared by: Kira L.
