Administratiori, In December of 1997 , the Ramsey County Board of <br /> Commissioners extended the agreement with Dnex for 1998 , and then <br /> assigned the agreement to Superior Special Services, which purchased <br /> D nex' s environmental divisions . Dynex r s HHW program staff are now <br /> employed by Superior Special Services, and the year-round HHW <br /> collection site in Mounds view will remain in operation as before ,., <br /> Usacm. The site schedule has remained essentially the same since <br /> 1992 : open seven hours per day on Fridays and Saturdays during <br /> September and October. Site usage has likewise been fairly <br /> consistent, as seen by comparing the past three years : <br /> 1995 1996 1 <br /> Participants 11940 21041 1# 794 <br /> Average per day 121 128 112 <br /> Several tithes during 1997 the county, in cooperation with the City <br /> of Roseville, promoted the site to residents by distributing <br /> I <br /> nformational materials in the city newsletter. <br /> Permit condition #2 : Work with City staff to prepare biannual <br /> review monitoring and inspection of area outside of concrete area <br /> Following city Council approval of the permit extension ire June of <br /> 1994 , staff from the city of Roseville met with Ramsey county staff <br /> at the Roseville site in September of 1994 to discuss the permit <br /> condition regarding site review monitoring and inspection. City and <br /> County staff agreed at that time that there was no need to conduct <br /> soil sampling, and that the terms of the permit condition would be <br /> fulfilled by the county' s site inspection program and Counter <br /> reporting to the City on site usage each year. <br /> Permit condition #3 : If changes occur` in the operator, operations or <br /> us es j, they must be reviewed and approved by the City. <br /> As stated earlier in this report, the change in operator has been <br /> in name only. All staff once employed by Dnex Industries for the <br /> Ramsey county HHW program are now employed by the new owner, <br /> Superior Special Services . The change in ownership occurred in <br /> December of 1997, after the seasonal HHW site in Roseville had ended <br /> operations for the year. There were no changes in operations or <br /> uses at the Roseville seasonal collection site during 1997 _ <br /> Permit condition #4 : The site must be monitored and maintained during <br /> the entire year, and existing interim use permit conditions, 'which <br /> have not been amended, still apply. <br /> Gates at the site entrance and exit drives are locked gear-round to <br /> prevent unauthorized access . <br /> In addition to the site monitoring and inspection program described <br /> above, the Environmental Health Section has developed a year-round <br /> Page 2 of 3 <br />
