Quinn* <br /> MEMORANDUM <br /> TO: Roseville Mayor, City Co '1, and iVy Manager <br /> FROM: Caroline Bell Becket <br /> DATE: November 4, 2002 <br /> RE: Contract for Prosecution Services <br /> Attached are two proposed contracts for this Firm to provide the city prosecution <br /> services. One of the contracts contains a paragraph 6 and one does not. <br /> Paragraph 6 essentially provides that this office will not prosecute any zoning code <br /> violations or community development criminal citation unless there is a public hearing by the <br /> City Council and explicit city council direction to proceed with a criminal citation. Building <br /> code violations would be exempted from this provision. It is my understanding that violations of <br /> the code or zoning code would then be handled through the Community Development <br /> Department by administrative citation or through the civil abatement process. These options <br /> allow the violators then to have a public hearing before the Council prior to being charged <br /> criminally. <br /> *Also Admitted in Wisconsin <br /> -Civil Trial Specialist, Certified by the Civil Litigation Section of the Minnesota State Bar Association <br />
