Department Approval: Manager Approved: Agenda Section: C K� Reports & Recommendations Item Description: Consideration of Confirming City Bond Counsel Background Earlier this year, the City Council directed Staff to issue requests for proposals (RFP) to metro area law firms for the purposes of considering the appointment of City Bond Counsel fora 3-year period. Four (4) firms submitted proposals and include: ❑ Briggs & Morgan U Kennedy & Graven O Dorsey & Whitney ❑ Best & Flanagan A review panel was created to review the proposals. The panelists were chosen based on their municipal government experience, knowledge of financial and bond-related issues, and familiarity with area law firms that provide bond counsel services. The panelists included: Gary Norstrem: former City Treasurer (retired) for the City of St. Paul; 35 years municipal government experience; past president of the nationwide Government Finance Officers Association; current member of the PERA Executive Board, and Roseville resident. Terri Heaton: former Finance Director for the City of Bloomington, previously employed with the State Auditor's Office, 19 years municipal government experience; currently employed with Springsted Financial Advisors, and current member of the pERA Executive Board. (** Note ** Due to the nature of her current position, Ms. Heaton did not cast a vote in making a final recommendation. Her presence was requested to assist in the review process and to share general information about the firms themselves). Cathv Bennett: Economic Development Specialist for the City of Roseville; previously with the City of Mounds View; 15 years municipal government and non-profit experience. Chris Miller: Finance Director for the City of Roseville; previously with the Cities of Savage and Orono; 12 years municipal government experience.
