E. <br /> Department Approval: Manager Approved: Agenda Section: <br /> C K� Reports & Recommendations <br /> Item Description: Consideration of Confirming City Bond Counsel <br /> Background <br /> Earlier this year, the City Council directed Staff to issue requests for proposals (RFP) to metro area law <br /> firms for the purposes of considering the appointment of City Bond Counsel fora 3-year period. Four (4) <br /> firms submitted proposals and include: <br /> ❑ Briggs & Morgan <br /> U Kennedy & Graven <br /> O Dorsey & Whitney <br /> ❑ Best & Flanagan <br /> A review panel was created to review the proposals. The panelists were chosen based on their municipal <br /> government experience, knowledge of financial and bond-related issues, and familiarity with area law firms <br /> that provide bond counsel services. The panelists included: <br /> Gary Norstrem: former City Treasurer (retired) for the City of St. Paul; 35 years <br /> municipal government experience; past president of the nationwide Government Finance <br /> Officers Association; current member of the PERA Executive Board, and Roseville <br /> resident. <br /> Terri Heaton: former Finance Director for the City of Bloomington, previously employed <br /> with the State Auditor's Office, 19 years municipal government experience; currently <br /> employed with Springsted Financial Advisors, and current member of the pERA <br /> Executive Board. (** Note ** Due to the nature of her current position, Ms. Heaton did <br /> not cast a vote in making a final recommendation. Her presence was requested to assist <br /> in the review process and to share general information about the firms themselves). <br /> Cathv Bennett: Economic Development Specialist for the City of Roseville; previously <br /> with the City of Mounds View; 15 years municipal government and non-profit <br /> experience. <br /> Chris Miller: Finance Director for the City of Roseville; previously with the Cities of <br /> Savage and Orono; 12 years municipal government experience. <br />
