Best & Flanagan is relatively new in the public finance area. Their Bond division has been in place for <br /> only 10 years, and they do not compare favorably to the other applicants with respect to their experience <br /> and qualifications of the firm and assigned personnel. <br /> Fiscal Review and Impact <br /> There is no immediate fiscal impact. Bond Counsel services are requested on an as-needed basis. Costs <br /> are allocated by project. As a side note, due to the nature of their service, it is difficult to evaluate bond <br /> counsel services on a costs basis. There are no monthly retainers. All of the four firms shared similar <br /> pricing structures, and no one firm had any significant differences in costs. <br /> StaffRecommendation <br /> Staff has reviewed the proposals and the ratings from the Panel, and recommends the City appoint the firm <br /> of Briggs & Morgan as City Bond Counsel. <br /> Counci ction Requested <br /> Motion to point Briggs&Morgan as City Bond Counsel. <br />
