6. Police Department Needs Presentation
Presentation information given during tour prior to meeting.
7. Solid Waste/Recycling Report
Chairman Wilke introduced Roseville Recycling Coordinator Tim Pratt. Pratt
explained that at the direction of the Council and the Commission the City
issued a Request for Proposals (RFP) for recycling service.
The RFP's asked vendors to submit proposals for a three-year contract with
separate pricing for each of three different levels of service—the current every
other week collection of material separated into two sorts (paper products and
containers), every week collection of material separated into two sorts, and
every other week collection of material that is put into one container(single-
stream). The RFP's also required vendors to offer every week collection of
material separated into two sorts at apartments, condos and other designated
multi-family complexes. The final stipulation is that the two-sort collection
proposals include a pilot program for single-stream collection.
Pratt said the Residential Solid Waste and Recycling Citizen Advisory
Committee had been unable to reach a recommendation on which of these levels
of service to recommend to the Council. The Council then forwarded the issue
to the Commission to decide which level of service to recommend.
BFI proposed$2.02 per unit for the multi-family complexes, $2.10 per
household for every other week collection of two-sort material, and $2.33 for
weekly collection. The prices include an annual increase of 4%or the CPI
whichever is less. For every other week collection, BFI would want to divide
each daily zone in half. It would collect one half in the first week and the other
half in the second week. It chose not to submit a proposal for single-stream
collection.
E-z Recycling proposed $0.90 per unit for the multi-family complexes, $1.95
per household for every other week collection of two-sort material, and $2.15
for weekly collection. It would also include collection of bagged clothing in its
price. It chose not to submit a proposal for single-stream collection.
Waste Management proposed$1.05 per unit for the multi-family complexes,
$2.05 per household for every other week collection of two-sort material, $2.55
for weekly collection, and$2.49 for single-stream collection(single-stream
would be a five-year contract). The prices include an annual increase of 3% or
the CPI whichever is less. Waste Management recommended Roseville begin
with the current option, conduct the pilot in the second quarter of 2003 and then
switch to single-stream if desired. It offered to guarantee its price of$2.49 for
single-stream if the City switches at that time.
