In addition to the participating municipalities share of the annual budget, <br /> funds for fe operation of NYFS will be raised by NYFS endeavoring to <br /> secure user fees, gmnEs and appropriations from private organizations, the <br /> State of MinnesoEa, Federal and Count• agencies, and other legal and <br /> appropriate sources. <br /> 2. The City shall pay annually to NYFS an amount equal to S1.23 per capita <br /> (+v Per Capita Faym ") based upon the Cary's population. The City P s <br /> population shall he detained by using the most recent Metropolitan <br /> Council population data. The Per Capita Payment may be adjusted <br /> annually for inflatioiVdeflelon using the Implicit Price Deflation index <br /> with 19907 as the base year. Such adjustment shall not exceed plus or <br /> minus 5 in any year. Any adjustment to the Per Capita Payment beyond <br /> those indicated by reference to Lhe implicit Price Deflation index shall <br /> require approval of each of Ehe participating municipalities. <br /> 3. Amounts payable by the C ivy shall he paid to .1 N'YFS on or before,lanuary <br /> 0 f of each year to cover the City s share for that year. <br /> E.
