WORK SESSION AGENDA ITEM NO,,. 4-A <br /> February 13, 1998 <br /> TO: City Council <br /> FROM: Steve sarkoz <br /> SUBJECT: <br /> At the annual City council Team Building Session, the issue of the Fire Department <br /> administrative staffing options was directed to a work session. Previously, the City Council <br /> authorized the City Manager to select the Fire Chief. Discussions need to occur yet on the <br /> issue of whether the Chief would be a full-time or part-time position, selected internally or <br /> from a broader pool of candidates, whether the City Council has an interest in being part <br /> of the selection process (either formally or informally), and if the Chief is to be full or part- <br /> time ghat, if any, additional administrative support staff would be authorized. <br /> A brief comparison of the leadership options is attached for Council review. This <br /> comparison of a full-time Fire chief option with a part-time Fire Chief with support from a <br /> full--tire Administrative Analyst are believed to be the only two viable alternatives at this <br /> stage. Funds in the amount of$65,000 have been budgeted for the last three gears `in the <br /> General Fund Contingent Account for Fire Department administrative staffing. <br /> Also attached is an outline of the Fire Chief selection process which is a six step process <br /> that includes review and recommendations to the City -Manager by all Fire Department <br /> staff: an outside panel of Fire chiefs, and a panel of department heads. Also included is <br /> a draft job announcement for the Fire Chief position, as well as the position profile which <br /> would require Council approval in the addition of the Fire Chief position to our personnel <br /> roster and compensation plan. <br /> With receipt of council direction on the key general issues, we propose to proceed <br /> immediately on the selection process with conclusion by mid to late summer. <br /> Respectfully submitted <br /> Attachments <br />
