REQUEST FOR COUNCIL ACTION <br /> DATE: 12109/02 <br /> ITEM NO.: VIII. A. <br /> Department Approval: Manager Reviewed: Agenda Section: <br /> A Reports/Recommendations <br /> Item Description: Discussion of Xcel Energy Utility Projects for the County Road C <br /> Reconstruction and Streetscape Project. <br /> Background: At the Public Dearing for the County Road C Reconstruction and Streetscape Project <br /> on August 12,2002, the City Council directed staff to pursue discussions with Xcel Energy regarding <br /> the undergrounding of the distribution lines in the County Road C corridor. This overhead to <br /> underground conversion would be considered a "special facilities" project and is subject to cost <br /> recovery as defined by the Minnesota Public Utilities Commission City Requested Facilities <br /> Surcharge (CRFS). This CRFS would be an automatic surcharge on City of Roseville electric <br /> customers. <br /> Council also requested that staff pursue the possibility of replacing the existing lattice towers with <br /> monopole towers, similar to those used east of-Lexington Avenue. After further exploration, Xcel <br /> indicated that this work would not fall under the CRFS guidelines and the City would have to <br /> reimburse the engineering and construction costs to Xcel. Also, due to the nature of the work, it <br /> would not be possible to get a project designed and constructed prior to the County Road C <br /> reconstruction project. However, it could be done after the reconstruction project without incurring <br /> additional costs or impacting the new roadway construction. <br /> Financial implications: Prior the public hearing Xcel energy had given staff a preliminary estimate <br /> of $180,000 for the undergrounding of the distribution lines in the County Road C corridor. The <br /> updated scoping estimate for this work is $245,500. Using the CRFS, this cost could be recovered in <br /> 13 months, with a $1.041 month surcharge for residential customers. Attached are information and <br /> estimates detailing residential, commercial and industrial surcharges developed by Xcel Energy staff. <br /> For the replacement of the lattice towers, initial estimates from Xcel were $600,0001 mile or <br /> approximately $86,0001 tower. They have provided us with a preliminary estimate of $164,0001 <br /> tower. We had discussed changing out 4 towers between Fair-view and 35W, for a total estimated <br /> cost of $656,000. This cost would be the responsibility of the City of Roseville. <br /> Staff recommendation: Staff recommends that we continue with the undergrounding proposal to be <br /> constructed in conjunction with the reconstruction project.
