B. <br /> Department Approval: Manager Reviewed: Agenda Section: <br /> Reports/Recommendations <br /> Item Description: Discussion of Public Service Drive on Prior Avenue Alignment South of <br /> County Road C <br /> Background: <br /> One of the major objectives for Ramsey County in the Phase I Reconstruction of County Road C <br /> is access management. There are four existing private railroad crossings for private driveways <br /> between Fairview Avenue and Cleveland Avenue on the south side of County Road C. Ramsey <br /> County would like to consolidate the four property entrances into one access. Ramsey County <br /> has held two meetings with the owners and tenants of these properties to whom these driveways <br /> provide access. The property owners are agreeable to the consolidation effort but had significant <br /> concerns regarding ongoing maintenance and replacement of this infrastructure in the future. <br /> Discussion: <br /> After discussion with the owners and considering their concerns, City staff feels the new single <br /> access on the alignment of Prior Avenue should become a public roadway. We feel that future <br /> public benefit may be derived from this consolidation as additional redevelopment occurs in this <br /> area. It gives the City a public roadway crossing at what is expected to be a signalized <br /> intersection with the redevelopment of the Twin Lakes Area. Considering this access will serve <br /> multiple properties and tenants also lends to this drive being public. <br /> Ramsey County's preliminary layout is attached to this document. Ramsey County will purchase <br /> necessary right-of-way and obtain necessary easements and crossing permits. Ramsey County <br /> will also bear the construction costs as a part of their overall construction project. <br /> The railroad is in favor of this consolidation and has been cooperative in the design of the service <br /> ON <br /> drive. <br /> Financial Implications: <br /> The City would be responsible for ongoing maintenance and replacement of this infrastructure. <br /> We estimate annual maintenance costs of approximately $1,500 for snowplowing, sweeping, and <br /> pavement maintenance. Pavement replacement would be funded through our infrastructure <br /> replacement fund. <br /> Recommendation: <br /> Staff recommends the consolidation of driveways into one access to County Road C becoming a <br /> public service drive. <br />
