REQUEST FOR CITY COUNCIL ACTION <br /> DATE: 219/98 <br /> ITEM No: F-4 <br /> e artrnent Approval: Manager Approval: Agenda Section: <br /> Reports/Recommendations <br /> Itefn Description: Roseville Housing Improvement Program <br /> Housing Replacement Program <br /> 1,0 Re nested Action <br /> City staff is requesting the approval of the Housing Replacement Program Purchase and <br /> Redevelopment Guidelines and Checklist as part of the Housing Replacement Program <br /> under the Housing Improvement Program. <br /> 2.0 Bads round <br /> 2.1 Using the Roseville Housing Fund as the primary source of initial funding, in 1996 <br /> the City, acting within its HRA authority, established a housing replacement <br /> program. This program was established to help the City to annually enter into <br /> volunt purchase agreements of outdated or non-code compliant structures that <br /> could not be economically rehabilitated or sold on the open market. The City <br /> established a target by reviewing the County Assessor's records of the Zoo lowest <br /> valued residential structures (under approximately 60,000) identified as "poor <br /> quality" in the assessor's property records. <br /> 2.2 Once urchased b the City, the structure is razed, the lot is cleared. Requests for <br /> p ]I <br /> will be collected by City staff for the sale and building of a new home on <br /> proposals <br /> the lot. The recommended proposal will be brought to the Council for approval for <br /> the sale I of the lot to a hom eb u i Ider or an individual who is teaming with a <br /> homebuilder.
