1997 Standing Rules of Procedure Page 4 <br /> RULE 14, eating_of Council. <br /> The seating of the Council at the Council meetings will he rotated each month. <br /> RULE 15. Consideration of Items not on the Agenda. <br /> An item not on the Agenda may be introduced and discussed on its merits. Before <br /> such an item may be approved or denied,the Council must,by unani'Lmous voice vote, <br /> agree to consider the item. If a unanimous vote is made, all adopted Rules of <br /> Procedure, except Jule 12, shall apply. <br /> RULE 16. ictine Mayor. <br /> The Acting Mayor shall be appointed in January each year. <br /> The first Acting Mayor after adoption of this rule shall be the Council Member with <br /> the most time of continuous service on the Council. The position shall then be <br /> rotated among Council Members based on time of continuous service. If two or more <br /> members have identical seniority, the appointment shall be based on alphabetical <br /> order by last name. A Council Member may not serve as Acting Mayor twice until <br /> all other Council Members have been Acting Mayor. <br /> A Council Member may decline the appointment for good cause and maintain his/her <br /> place in the rotation for appointment the following year. <br />
