Department Approval: Manager reviewed: Agenda Section: ftQiq;� Reports and Recommendations Item Description: Authorization for the 1998 PIP Program BACKGROUND In 1990! the City Council established the Park Improvement Program PIP). The goals for the PIP are: 1. To repair and replace any park facilities and related amenities that are 'in geed of repair because of their age and condition. 2. To bring all park facil ides up to city code and to meet recognized safety standards in all city parks. 3. To insure that all parks are used to their fullest potential while protecting natural resources and open space. 4. To increase the esthetics of all Roseville parks. 5. To make upgrades, enhancements and replacements without incurring unusual costs for rehabilitation or redevelopment. 6. To make improvements based on the most up-to-date professional standards. The PIP process is as follows: 1. All improvements will meet the latest appropriate safety requirements, muntcipal and state codes and professional standards. 2. Staff will work with the Parrs and Recreation Commission in completing and reviewing the PIP evaluation. Staff will propose redevelopment projects to be reviewed by planning staff/consultants and presented to City Council. 3. Improvements will be designed to meet required standards and minimize and/or reduce maintenance procedures currently required. 4. The majority of the reconstruction labor will be contracted allowing park maintenance staff to concentrate on regular maintenance concerns. 5. An environmental analysis will be conducted before a redevelopment proposal is completed. 6. A neighborhood meeting will be held to explain all improvements. 7. Standard procedures be used for draining specifications, advertising for bids and awarding contracts.
