1997 Standing Rules of Procedure Page I <br /> RULE . Petitions. Memorials. etc. <br /> Petitions, memorials, and other papers addressed to the Council shalt be presented <br /> by the presiding officer or by a member in his/her place, or may he read by the <br /> recorder at the request of a member of the presiding officer. All petitions,memorialsi <br /> and other connnunications which may be filed with, or delivered to the Manager <br /> prior to the meeting of the Council shall be brought before the Council by the <br /> /Manager. <br /> RULE . Vote. <br /> 1. Roll Call shall be called from the presiding officer's right to his/her left., <br /> except the presiding officer 'hall vote last. <br /> 2. Voice vote may be taken for: <br /> A. Approval of Minutes, <br /> B. withdrawal of items from the Agenda, <br /> C. Continuation of items on the Agenda, <br /> D. Consent Agenda., <br /> E. Other purely ministerial natters. <br /> Any member may request a roll call vote. <br /> 3. Each individual's vote shall be entered in the minutes. <br /> 4. Any member may abstain from voting or disqualify himself/herself. The <br /> reason for disqualification or abstention must be stated by the member and <br /> entered in the minutes. If a member disqualifies himself/herself, lie/she may <br /> leave the room while the issue is being considered. <br /> RULE 10. Ordinances. <br /> Any Council member may request the City Manager to prepare a proposed ordinance. <br /> There shall be a delay of at least two weeks between the initial presentation and finial <br /> vote if such proposed ordinance is requested by a Council Member. <br /> RULE 11, Mules of Ord r. <br /> The rules of parliamentary practice embraced in Roberts Mules of Order (Revised) <br /> shall g overn the Council procedure in cases to which they are applicable and to which <br /> they are not inconsistent with the Standing Mules of order and Business of the <br /> Council. <br />
