Regular City Council Meeting <br /> Monday, September 12, 2011 <br /> Page 9 <br /> Plan, using parking as an example (Item B, No. 24 in the original Twin lakes <br /> Master Plan)requiring that the developer provide a minimum of 15% green space. <br /> Mr. Trudgeon clarified that the proposed ordinance allowed for up to 85% imper- <br /> vious space that remained consistent with the original Twin Lakes Master Plan. <br /> Councilmember McGehee opined that redevelopment in parking areas should be <br /> required to provide nice trees in parking lot islands; and referenced the recent <br /> presentation at the Public Works, Environment and Transportation Commission <br /> related to green areas and tree sustainability in parking areas. <br /> Mr. Paschke advised that the City's landscape ordinance identified requirements <br /> for green space in curb islands, and it was not necessary to include it in this ordin- <br /> ance. <br /> Councilmember McGehee requested, and Mr. Trudgeon responded, that staff <br /> would address curved natural and sloping to avoid trees being stunted as typically <br /> found in parking lot plantings. Councilmember McGehee further requested that <br /> staff incorporate year round native planting as part of development plans, and en- <br /> courage water conservation. Mr. Trudgeon advised that staff was attempting to <br /> incorporated rain gardens and other such amenities for sustainability. <br /> Councilmember McGehee opined that the City had a regulating map and an allo- <br /> cation plan; however, nothing addressed uses on a particular parcel; even though <br /> that had been a major piece of the original Twin Lakes Master Plan and had re- <br /> ceived significant citizen input. Councilmember McGehee read a portion of the <br /> introductory language of the Master Plan addressing community survey results <br /> and the interest of the community in not having more retail development I the <br /> community (page 9 of the Master Plan). Councilmember McGehee opined that, <br /> to not address that issue seemed to create an unnecessary problem due to the allo- <br /> cation plan, since large scale retail invited a lot of traffic. Councilmember <br /> McGehee suggested that mitigation could be regulated in another manner. <br /> Mayor Roe refocused the discussion on the Regulating Plan currently before the <br /> City Council. <br /> Mayor Roe sought clarification on why the resolution and ordinance were neces- <br /> sary when both seemed to be accomplishing the same thing. <br /> City Attorney Bartholdi responded that the reason was to solidify the basis for and <br /> the reason for adopting the ordinance; to supplement and support the City Coun- <br /> cil's decision. Mr. Bartholdi recommended that the City adopt the resolution; <br /> and recommended the process for the three (3) different actions requested tonight <br /> as follows: <br /> • Adopt the Ordinance (Suggested City Council Action 4.2, lines 289-291) <br />
