REQUEST FOR CITY COUNCIL ACTION <br /> DATE: 0 1/1 2198 <br /> ITEM NO: I-3 <br /> D&artment Approval: Manager Approved: Agenda Section <br /> LAND USE <br /> Item Description: Patricia Halverson (NIPS, Inc.) request for a comprehensive plan <br /> amendment to change the designation of a .54 acre parcel from <br /> Business to High Density Residential at 2075 Snelling Avenue North <br /> (PF#2958). <br /> MENEM <br /> 1.0 REQUESTED ACTION <br /> Patricia Halverson (NIPS, Inc.) is requesting a comprehensive plan amendment to <br /> change the designation of a .54 acre portion of a parcel from Business to High <br /> Density Residential. <br /> 1. A minor subdivision to transfer this property from 2075 Snelling Avenue North <br /> (McDonald's- land owned by applicant) to 2096 Fry Street North (four-plexes - land <br /> owned by applicant) was approved by the City council on September 8, 1997, <br /> subject to approval of a comprehensive plan amendment and rezoning of the <br /> parcel. <br /> 1.3 A request for rezoning of this . 4 acre parcel from B , General Business, to RA, <br /> Three to Twenty Four Family District, has been placed on the January 14, 1998, <br /> Planning Commission agenda. <br /> 2,0 I? <br /> .1 NIPS, Inc. owns the properties located at 2075 Snelling Avenue North and 2096 Fry <br /> Street Noah. The property at 2075 Snelling Avenue North is occupied by a <br /> McDonald's restaurant, is designated as Business in the City's Comprehensive <br /> Plan, and is located in a B , General Business District. The property at 2096 Fry <br /> Street North is occupied by rental four-plees, is designated as High Density <br /> Residential in the city's Comprehensive Plan, and is located in an R3A, Three to <br /> Twenty Four Family District. Adjacent land uses are a combination of commercial <br /> and multiple family residential. <br /> 2.2 The McDonald's restaurant located at 2075 Snelling Avenue N will be rebuilt in <br /> 1998. As part of the reconstruction, the exterior play area on the western portion <br /> of the parcel will be eliminated and replaced with an interior play area. Since the <br /> area currently occupied by the play area will no longer be needed by McDonald's, <br /> Mrs. Halverson would like to transfer the property now occupied by the play area <br /> from the McDonald's parcel to the multi-family residential parcel to the west. <br /> RCA(PF#2958) -01/12/98 - Page 1 of 4 <br />
