Roll Call <br /> Mayor Roe called to order the Roseville City Council regular meeting at approximately <br /> 6:00 p.m. and welcomed everyone. (Voting and Seating Order for September: Willmus; <br /> Pust; McGehee; Johnson; and Roe). City Attorney Charlie Bartholdi was also present. <br /> 2. Approve Agenda <br /> City Manager Malinen noted that staff had removed Business Action Items 12.d and 12.f <br /> respectively entitled, "Consider City Abatement for Unresolved Violations of City Code <br /> at 2071 Fry Street;" and "Request to Issue a Ramsey County Court Citation for an Unre- <br /> solved Violation of Roseville's City Code at 1756 Chatsworth Street," from tonight's <br /> agenda. [Councilmember Pust requested Item 7.f, Approve 2012 City Benefits Insurance <br /> Renewals and Cafeteria Contributions,be removed from the Consent Agenda] <br /> Pust moved, Johnson seconded, approval of the agenda as amended. <br /> Roll Call <br /> Ayes: Willmus; Pust; McGehee; Johnson; and Roe. <br /> Nays: None. <br /> 3. Public Comment <br /> Mayor Roe called for public comment by members of the audience on any non-agenda <br /> items. <br /> a. Gregg Larson, Arden Hills resident and former Arden Hills City Council <br /> member) <br /> Mr. Larson requested Roseville City Council support to adopt a resolution, similar <br /> to that adopted recently by the City of Mounds View and seven (7) other north <br /> suburban communities, in opposition to Ramsey County Commissioners attempt <br /> to impose a sales tax levy for Ramsey County residents. Mr. Larson opined that if <br /> the Vikings enterprise was a statewide resource, any funding should be statewide <br /> and not imposed on residents and business owners of Ramsey County, including <br /> those of the Roseville community. Mr. Larson opined that such an attempt <br /> represented bad public policy; and provided statistical data based on his research; <br /> and comments of state legislative representatives and the governor. Mr. Larson <br /> further opined that only a portion of the story was being given by proponents of <br /> stadium, including bonding information and total debt service for the stadium that <br /> was being presented by Ramsey County Commissioner Bennett. Mr. Larson <br /> stated that this would be a huge cost to taxpayers during the worst recession since <br /> the great depression further decreasing real incomes, with 25% of the children <br /> currently born in Ramsey County being born into poverty; and questioned wheth- <br />
