Regular City Council Meeting <br /> Monday, September 26, 2011 <br /> Page 14 <br /> cooperation with and support for investigations; and the challenges in keep- <br /> ing track of criminals throughout and within the system, and tying together <br /> services. <br /> Sheriff Bostrom reviewed his philosophy for community policing principles and <br /> short-, mid- and long-term solutions; the mission to never compete but to coope- <br /> rate with law enforcement partners; and to ensure that the department was mindful <br /> that it was taxpayer dollars being spent, and to keep those expenditures as transpa- <br /> rent as possible and ensure that they met the greatest overall good. <br /> Sheriff Bostrom reviewed the agencies intent to deliver on its promise to be a di- <br /> verse agency within the department and among the community to reflect the <br /> community being served; and to recognize that the uniform should be leveraged to <br /> compel kids by recognizing positive behavior and provide support and mentoring <br /> for community youth activities. <br /> Sheriff Bostrom expressed confidence that the agency was well on its way to <br /> achieve this mission through development of an operation manual for officers that <br /> hadn't been revisited for sixteen (16) years, and now available electronically and <br /> providing best practices. Sheriff Bostrom addressed new strategies for staffing of <br /> core functions first, cooperative training efforts with community policing staff; <br /> and used the example of a recent training opportunity with Roseville first res- <br /> ponders and all suburban agencies for a practical application in how to address <br /> potential crises in a meeting scenario and weapon situation. Sheriff Bostrom <br /> noted that such training raised the tide for first responders professionally, saved <br /> money for the individual agencies and departments by cost-sharing such training, <br /> as well as increasing the level of trust of all in working cooperatively during crisis <br /> situations. <br /> Sheriff Bostrom concluded by stating that he was pleased to be serving as the <br /> Ramsey County Sheriff; noting that the agency was founded in 1849 when the <br /> state was still a territory; and that it had been the first law enforcement agency in <br /> the state; and continued to be strongly positioned now to be effective and effi- <br /> cient. <br /> Councilmember Johnson questioned if the County did cooperative administrative <br /> Incident Command (ISO) or emergency management training, or if that was man- <br /> dated throughout the department to respond to crises. Councilmember Johnson <br /> advised that, part of the training for a newly-elected City Councilmember was <br /> participation in the four(4) levels of ISO training; and opined that it was an amaz- <br /> ing system that integrated all services from financial to front line officers. <br /> Sheriff Bostrom advised that a cooperative training and testing was currently be- <br /> ing planned by Sheriff Mathwig and other public safety personnel through the <br /> Ramsey County Emergency Management Office with troubleshooting and testing <br />
