Regular City Council Meeting <br /> Monday, September 26, 2011 <br /> Page 31 <br /> cilmember Johnson suggested that more focus should be given that than some of <br /> the other categories. <br /> Councilmember McGehee referenced recommendation of the League of Minneso- <br /> ta Cities (LMC) when using this type of a process, fees should be weighted higher <br /> than other categories to avoid potential litigation; and suggested that the City <br /> council revisit the process currently being used. <br /> Johnson moved, Willmus seconded, authorization to the Fire Department to award <br /> the contract for Architectural Services for Phase I of the new Fire Station Project <br /> to CNH Architects in the amount of$50,800. <br /> At the request of Councilmember Willmus, Chief O'Neill confirmed that the Con- <br /> struction Manager played a significant role in the interviews and that they had <br /> more expertise than staff. <br /> Mayor Roe opined that the interviews should bring about the same conclusion, <br /> not change it. <br /> While that may be evident, Councilmember Pust recommended that the record <br /> show, based on Mayor Roe's calculations that nothing should have been done dif- <br /> ferently. <br /> Recess <br /> Mayor Roe recessed the meeting at approximately 9:14 p.m. and reconvened at approximately <br /> 9:20 p.m. <br /> The outcome of Mayor Roe's mathematical comparison of using seven scores for <br /> interviews versus standardizing the interview score to be consistent with the other <br /> categories for which six scores were used confirmed that, while the first and <br /> second place finishers were 3.5% apart in scores using the original method, while <br /> they were 2.2% apart when the interview score was standardized. In both cases, <br /> the staff-recommended firm had the highest score. <br /> Mayor Roe clarified that the scope of services had a hard stop, similar to the con- <br /> struction management contract, for Phase I. <br /> Chief O'Neill advised that it would be built into the contract, with Phase II re- <br /> quired to return to the City Council for both construction and architectural servic- <br /> es,based on the Phase I scope of services. <br /> Mayor Roe asked Chief O'Neill if, based on the interviews, he could determine <br /> whether Five Bugles Design had an adequate understanding of the scope of Phase <br /> II, which might explain why their price was so much lower than the others. Chief <br /> O'Neill responded that he could not come to a conclusion about that based on the <br /> interview. <br />
