Adopt a Resolution Approving a Drive-Through Facility as a CONDITION- AL USE at 2435—2459 Rice Street Johnson moved, Pust seconded, adoption of Resolution No. 10935 (Attachment D) entitled, "A Resolution Approving Drive-Through Facility as a CONDI- TIONAL USE at 2435—2459 Rice Street (PF11-021)." Roll Call Ayes: Willmus; Pust; McGehee; Johnson; and Roe. Nays: None. Adopt a Resolution to Accept the Work Completed, Authorize Final Pay- ment of$,405.68 and Commence the One-Year Warranty Period on the Ro- sewood Neighborhood Drainage Improvements Project(Phase 2) Johnson moved, Pust seconded, adoption of Resolution No. 10936 (Attachment A) entitled, "Final Contract Acceptance; Rosewood Neighborhood Drainage Im- provements Project (Phase 2);" accepting the work completed; starting the one- year warranty; and authorizing final payment of$4,405.68. Roll Call Ayes: Willmus; Pust; McGehee; Johnson; and Roe. Nays: None. j. Appoint HRC Youth Commissioner Councilmember Willmus questioned current City Ordinance not allowing for al- ternate commissioners to be appointed. Councilmember Johnson questioned if this was applicable to alternates service as youth commissioners, since they had no vote. Mayor Roe opined that since this appointment was related to a non-alternate, he didn't think there would be any impact on the proposed motion. City Manager Malinen noted that each commission had individual procedures, and advised that he would review them and talk to the Human Rights Commission related to the youth representative(s).
