January 9, 1998
TO: City Council
FROM: Steve Sarkozy
SUBJECT: COMPENSATION
As the Council is aware, my compensation has not been adjusted since January 1 1994.
For the record, l take full responsibility for not placing this as a higher priority despite the
direction of the Council and several favorable jab performance reviews.
The Mayor has asked that I make a proposal for Council considerations In responding to
this request, I'd lice to offer several points for discussion purposes.
• Salary: I would strongly recommend that any salary adjustment be no greater
than the average paid to City staff (2.8 to 3 percent per year). I have always
insisted that my salary adjustments be at or below that of our City employee
groups. [Mote: my currant salary at 3 percent per year for the last four gears
would bring the new salary to $89,475.]
• Educational leave: In 1990, the Council allocated $1,500 annually for
educational expenses. I have presumed that allocation would accumulate,
allowing me to match nay Bush Foundation Fellowship to attend the upcoming
Executive Development Program at the Kellogg School of Business at
Northwestern University this May. [Mote: the total cost of this program will be
approximately $15,000, most of which will be paid for by the Bush Fellowship.]
• Educational Leave: In 1994, l attended the Senior Executive Institute at the
University of Virginia also as part of the Bush Fellowship. The City Council
authorized that two week leave as an educational leave and not vacation.
Similarly, I would request that the upcoming three week program in May be
granted as educational leave.
I would appreciate the opportunity to discuss any of this proposal with the City Council.
Clearly, my focus has not been on salary but our changing family situation compels me to
be more attentive to this issues As you consider salary and personal and organizational
performance, I would welcome any comparisons to any of those individuals in my peer
group.
Respectfully submitted.
