build a floor over the lower 2,400 sq. ft. to provide two levels. The upper <br /> level is at the same elevation as the putting course and would become an <br /> amusement area offering a variety of skill and arcade games. The lower <br /> level would be developed into a private party space. In addition, Lava Links <br /> is proposing to add 1,700 sq. ft. of space immediately adjacent to the west <br /> side of their store. They are proposing to develop this area into an upscale <br /> parlor game room offering air hockey, foosball, pool tables, darts, and <br /> additional private party opportunities. Copies of the proposed floor plans for <br /> these areas are attached to this report. <br /> 3. Past applications have addressed the effect this use would have on parking <br /> and traffic at the center. Given the relatively small mount of space <br /> involved, and the multiple destinations of a single customer, the impact will <br /> be minimal. Including Lava Links on any. signage that directs patrons to the <br /> west parking deck, which is often not as full as the east surface parking lots, <br /> would mitigate any increased traffic or parking issues. It has also been <br /> suggested that moving Lava Links identification sign from the east end of <br /> the Center to the west end would help direct traffic. <br /> 1 <br /> 4. The number of games proposed for the expansion exceeds the limit of four <br /> in the code before a license is needed from the City. Currently Lava Links <br /> has 16 games and, with the expansion, they are proposing to have 45 games. <br /> The license requirement is separate from the zoning application and is <br /> reviewed by the City Council.' <br /> Section 109 of the Roseville code addresses <br /> licensing requirements for amusement devices. It also defines a "game <br /> room" as a business establishment where more than 50% of the gross <br /> receipts are derived from the operation of amusement devices. Special <br /> requirements for licensing of game rooms are also included in this section <br /> of the code. Most notably is the requirement that a game room be at least <br /> 1500 feet from any residence, school building, or park. For your <br /> information, we have included sales information from Lava Links, <br /> distribution of actual sales in 1992 and 1993 to date, and projected sales for <br /> the remainder of 1993 into 1994. This information indicates teat the <br /> threshold of more than 50% of gross receipts derived from amuo.CO=uent <br /> devices will not be exceeded. <br /> At the August 11, 1993 meeting, a resident living on Oakcrest Ave-, �.e <br /> indicated that he had experienced problems with kids climbing the fence <br /> behind the shopping center and debris in his yard.
