It is <br /> .necessary for this pond to be built to collect and accommodate <br /> stormwater from the redevelopment site, The pond should be sufficiently. <br /> sized to handle the volume from the completed redevelopment area. In <br /> addition, the pond should incorporate state of the art technology to <br /> provide p pre-treatment for stormwater prior to discharge into Langton <br /> Lake. <br /> In the development agreement with Ryan, the City has committed to <br /> completing this ponding area bar November 11 1995s This means that the <br /> design needs to be completed in early 1994 and- a contract let in late <br /> 1994, so the pond can be completed by the specified deadline. A letter <br /> of understanding to City officials is attached from Ryan Development's <br /> engineer outlining the responsibility and schedule for the regional <br /> pond. <br /> To provide the design services, it is necessary to retain a consulting <br /> engineering firma A complicated stormwat er management project of this <br /> nature is beyond the technical expertise of city staff. It is necessary <br /> to incorporate special expertise in the area of k�tormwater ponding <br /> design and stormwater treatment. Accordingly, w� have solicited <br /> proposals and examined qualifications from firms J n our current <br /> consulting ngineering pool. OSM is one of the three designated ve r resource <br /> consultants currently in the City's pools We have "Ot used 0 M for any <br /> work in the p ast but have used SEH and Barr for significant projects} <br /> Therefore, it is appropriate to consider OM for the project. In <br /> addition their principal water resources engineer, peter Willenbring, <br /> was the former engineer for the Rice creek Watershed District. His past <br /> experience provides OSM with the ability to Mork well with the Rice <br /> Creek Watershed District. <br />
