REQUEST FOR COUNCIL ACTION DATE: 12-13-93 <br /> ITEM Igo, : '"•F <br /> Department Approval; Manager Reviewed: Agenda Section: <br /> Reports and <br /> f Recommendation <br /> Item Description: Authorization to execute an agreement to add <br /> Roseville community Bank to the Home <br /> Improvement Doan Program* <br /> BACKGROUND <br /> 1. In October of 1991r the City entered into an agreement with <br /> Firstar Bank to implement a home improvement loan program. The <br /> City committed $250, 000 to the program, The City' s funds are <br /> used to buy down interest rates on loans to private hone owners <br /> to improve their property. <br /> To date, the City has participated in 16 hone improvement loans <br /> through the program. Two of these loans have been paid off. <br /> Approximately $210, 000 of the original 250pOOO that the city <br /> allocated to the program, remains uncommitted, <br /> Roseville Community Bank has expressed an interest in <br /> participating in the program, In order for Roseville Community <br /> Bank to participate in the program, are agreement would have to <br /> be entered into between the bank and the City. A draft <br /> agreement is attached for your review. The agreement is <br /> similar to the agreement with Firstar Bank, only minor <br /> procedure changes have been made to reflect the way the <br /> program is actually administered <br /> Staff Recommendation: <br /> 1, city staff recommends that the City council approve the <br /> agreement and authorize its execution by the Mayor and City <br /> Manager-, <br /> Council Action Re nested* <br /> 1* <br /> motion to approve agreement and authorize its execution by the <br /> Mayor and city Managerm <br /> Staff Report by: Rick Jopke <br />
