REQUEST FOR COUNCIL ACTION DATE: 12-13-93 <br /> ITEM INTO, : e,-- <br /> Department Approval: Manager Reviewed: Agenda Section: <br /> Hearings <br /> Item Description: Good Value Homes request for RUD Concept <br /> Development Plan Approval, Rezoning from R-3A <br /> and B-1 to p D, Comprehensive plan change from <br /> Limited Business to High Density Residential. <br /> Background: <br /> 11 The site under consideration is located at 2350 Lexington <br /> Avenue. It is zoned R-3A and B�1 and is 5. 86 acres in size. <br /> It has been the subject of development proposals both in 1985 <br /> and main in 1988 . The 1985 proposal, included the daycare <br /> center and two structures for senior citizen housing. A 9, 000 <br /> sq. ft. office building was also proposed for the southwest <br /> corner of the property, The 1988 proposal was for a <br /> development that included a 17, 000 sq. ft. building for the <br /> Minneapolis School of Business and 24 townhouse units. The <br /> current B-1 zoning classification was the result of this <br /> application and was meant to accommodate the school site <br /> development. With the exception of the Kinderberry Daycare <br /> facility, none of the approved developments have moved forward, <br /> 2 , The Planning Commission conducted a sketch plan review of the <br /> Good Value Hones project in July, 1993 , Issues discussed <br /> included density, 1 ack of green space, design of the buildings, <br /> screening from adjacent properties, traffic- flog, ponding, <br /> parking, snow storage, park area, creativity in layout, <br /> elevations, and roof line views from neighboring properties. <br /> 3 The site under consideration at 2350 Lexington Avenue Forth is <br /> legally described as Lots 2, 3 , and 5, Block 1, Rose of Sharon <br /> Second Addition. The property is bounded by Trunk Highway 36 <br /> on the south, Grandview Avenue on the north, Lexington Avenue <br /> and the Kinderberry Daycare center on the West, and the Lovell <br /> Avenue cul-de-sac, Roseville Assembly of God church and the <br /> Hose of Sharon Nursing Home on the east-. The property i s 5,86 <br /> acres in size, is zoned R-3A Multi-Family Residential High <br /> Density, and B-1 Limited Business, and is currently vacant, <br /> The comprehensive Guide plan designation for this property is <br /> high density residential and Limited Business* <br /> 4 Good Value Homes is proposing to build 62 townhouse units on <br /> this site creating a density of 10. 6 units per acre.- The site <br /> plan proposes three access points to the project.
