Zelins y, Police chief <br /> SUBJECT: LIQUOR LICENSE RENEWALS <br /> I appreciate being afforded the opportunity to discuss liquor <br /> licenses with the city council at an upcoming breakfast meeting. <br /> As we have discussed, the Police Department initiated compliance <br /> checks to determine whether liquor license holders were selling <br /> alcoholic beverages to minors in 1992. we discovered a high <br /> percentage of them were indeed in violation - this after receiving <br /> two warn:Lng letters as to their responsibilities from the Police <br /> Department. <br /> The problem is, the employees (or clerks) that get the citations <br /> are held responsible for the violation. Sanctions have been pretty <br /> standard - a , $50 fine.- The license holder is not held responsible <br /> for their employee's violation criminally, and it would appear do <br /> not tape corrective action to resolve the problem. <br /> I would like to propose to the Council they impose administrative <br /> sanctions against businesses where violations continue. The <br /> Council has this authority under city Code 151.090. Things I would <br /> like direction on are how many violations would result in license <br /> suspensions* how they would like to see this approach communicated <br /> to the license holder; any other information or thoughts they have <br /> regarding this issue. <br /> For the Council and your information, I attached a memo from Deputy <br /> Chief Alleva on violations this last twelve months period for this <br /> year renewals. <br /> JDZb <br /> attach. <br />
