The project involves traffic management measures <br /> for Rosedale including changeable message signs on the approach roadway <br /> system and computer operated traffic management devices including <br /> traffic information for customers available within the mall, The intent <br /> of the project is to reduce traffic congestion during the holiday season <br /> p .� � � r through the first week of <br /> which begins in raid November and continues thro g <br /> January. <br /> The p roj ect has been submitted for federal ISTEA funding It as been included in the preliminary approval packag e received by MnDoT* <br /> However, final approval will not be received until January of 1994 . <br /> For this 7 <br /> ro*ect to proceed in 1994, preliminary traffic information <br /> p <br /> needs to be obtained. Council has discussed this project and appears <br /> I. in roving ahem with the work. <br /> Attached for council review is a preliminary engineering agreement <br /> outlining the scope of services for the ERW proposal, <br /> policy objective: city policy requires consulting engineering contracts <br /> be approved b council for major work tasks, consultants for the <br /> @ <br /> engineering work must be from the selected pool. R has submitted a <br /> proposal for providing p ro p p traffic engineering services to obtain <br /> s � <br /> preliminary iminar base data for the IVHS project. The contract appears <br /> reasonable and approval for the contract is required* BR is in the <br /> pp� <br /> roved pool and is in fact, best qualified to provide these traffic <br /> app p <br /> services. <br /> Financial implications: s noted, the total cost for the proposed <br /> p . * proposed that 75% of the cost <br /> traffic analysis phase is It �s prop . <br /> be borne by Rosedale. They have indicated a preliminary interest in <br /> contributing, but final confirmation has not yet been received. We <br /> expect to receive final approval from Rosedale by Monday, November 2 , <br /> 1993 . If Rosedale does not contribute 75% or $30,000, the project <br /> should not p roceeds The City's local share, $10, 000, can come from the <br /> i ty's M.S.A. major street fund <br />
