REQUEST FOR COUNCIL ACTION DATE: 11-22-93 P , I ITEM NO* * Department Approval: Manager Reviewed: Agenda Section Reports and Recommendations Item Description: ordinance amendment regarding veterinary Facilities,@ Background: 1* Approximately ore year ago, the city Council was considering a request from Dr. Joel Docket z to conduct a veterinary wellness clinic at the Pet Food Warehouse at 2575 , Fairview Avenue. At that tine, city staff advised the city Council that our existing ordinances only required a business license but that there were no standards in place to prohibit the proposed clinic, The City Attorney advised staff that the City could amend its ordinances but the City should be extremely careful about improperly regulating business competition, city staff also suggested a proposed ordinance for Council consideration which would require that veterinary services be conducted within the principal structure on the site and that permanent examination treatment facilities must be provided. The City ounc i l, at the request of Dr. Lockett , continued consideration of this ordinance and business license indefinitely. 2 . Recently, City staff has received a request from area veterinarians to modify the city code to improve the health and safety standards+ The veterinarians requested that the followin g standards be added to the city' s ordinance code. at That when practicing veterinary medicine, the facility should provide for the following,* 11 Hot and cold water for cleaning and disinfecting, adequate sewage disposal facilities, properly treated floors and walls to make them impervious to infectious and other body secretions, air circulation to keep odors and airborne transmitted diseases to a minimum, and facilities to properly separate pets so that fights to not develop between animals. That all places where veterinary medicine is practiced and services rendered, should have opaque walls separating the veterinary service from other stores on the site*
