REQUEST FOR COUNCIL ACTION DATE: 11-22-93 <br /> P , I <br /> ITEM NO* * <br /> Department Approval: Manager Reviewed: Agenda Section <br /> Reports and <br /> Recommendations <br /> Item Description: ordinance amendment regarding veterinary <br /> Facilities,@ <br /> Background: <br /> 1* Approximately ore year ago, the city Council was considering a <br /> request from Dr. Joel Docket z to conduct a veterinary wellness <br /> clinic at the Pet Food Warehouse at 2575 , Fairview Avenue. <br /> At that tine, city staff advised the city Council that our <br /> existing ordinances only required a business license but that <br /> there were no standards in place to prohibit the proposed <br /> clinic, The City Attorney advised staff that the City could <br /> amend its ordinances but the City should be extremely careful <br /> about improperly regulating business competition, city staff <br /> also suggested a proposed ordinance for Council consideration <br /> which would require that veterinary services be conducted <br /> within the principal structure on the site and that permanent <br /> examination treatment facilities must be provided. The City <br /> ounc i l, at the request of Dr. Lockett , continued consideration <br /> of this ordinance and business license indefinitely. <br /> 2 . Recently, City staff has received a request from area <br /> veterinarians to modify the city code to improve the health and <br /> safety standards+ The veterinarians requested that the <br /> followin g standards be added to the city' s ordinance code. <br /> at That when practicing veterinary medicine, the facility <br /> should provide for the following,* <br /> 11 Hot and cold water for cleaning and disinfecting, <br /> adequate sewage disposal facilities, properly <br /> treated floors and walls to make them impervious to <br /> infectious and other body secretions, air <br /> circulation to keep odors and airborne transmitted <br /> diseases to a minimum, and facilities to properly <br /> separate pets so that fights to not develop between <br /> animals. <br /> That all places where veterinary medicine is <br /> practiced and services rendered, should have opaque <br /> walls separating the veterinary service from other <br /> stores on the site* <br />
