City Council review of the final PUD plan and final plat. <br /> 4. City Codicil approval of a resolution establishing a public hearing for <br /> creating a new tax increment financing district and hazardous soil <br /> subdistrict. <br /> 5. City Council public hearing on the creation of a new tax increment <br /> financing district and hazardous soil subdistrict. <br /> 6. Council approval of a resolution establishing a tax increment financing <br /> district, hazardous soil subdistrict, and tax increment financing plan. <br /> 7. Approval of a development action response plan and authorization to <br /> submit it to the Minnesota Pollution Control Agency for approval. This <br /> plan is the required plan to clean up the soils .which.is part of the <br /> requirements for setting up 'a hazardous soils subdistrict. <br /> 8. Authorization to execute a development agreement with CSM Corporation <br /> for the project. <br /> Council Direction Requested: <br /> Community Development Department staff request that the Council discuss this <br /> preliminary proposal at the November 15, 1993 Work Session and advise staff <br /> of any comments or concerns that they may have so that these can be addressed <br /> as we begin to negotiate further with the developer. <br />
