Background. 10 Although the Roseville Zoning ordinance does not specifically- reference satellite dishes, in tie past they have been interpreted as permitted accessory uses in the R-1 district. Section 7 .390 of the City Code indicates that accessory structures may be located only within the rear yard of a single family home. Mr. Ma has indicated that the satellite disk they wish to install in their yard is for receiving an ethnic program for childrens language education and for non-english speaking elderly information and entertainment purposes, This program is available only in a few east and west east metropolitan areas, but not in the Twin Cities local TV network. 34, The disk itself is 3 feet by 2 feet and mast have clear access to the southern skiese since the house is surrounded by big trees, no signal can be picked up either in the back yard or on the roof of the house,, leaving only the front yard as a position that would work for receiving the desired signal. Based on this, Mr. Ma has applied for a minor variance. 4 . In meeting with Mr. Ma to discuss his application, the Minor Variance Committee explored alternative locations for the satellite disk and pursued Mr. Ma's need for the disk and the desired programming. Concluding that, the family's use of the disk was unique and specialized and that no other lo_ ationon the property would be suitable for receiving the satellite signal, the Minor Variance Committee asked Mr. Ma to provide landscape screening on the sides and rear of the disk. Eased on this, the Minor Variance Committee unanimously recommended approval of the minor variance to allow Mr■ Ma to install a 3x2 foot satellite disk in the front yard at 2405 N. Pascal Street 5} This item was continued from the October 25, 1993 meeting to allow time for staff to pursue the possibility of cable access for this program, At this time, we are - still pursuing this option.
