Staff and <br /> the City attorney were directed to prepare a► proposed <br /> resolution or moratorium ordinance for consideration at a <br /> future Council ameet i ng, { <br /> 2a In the past, the City Attorney has prepared moratoriums in <br /> ordinance format. Therefore, City staff has prepared the <br /> attached ordinance for City Council consideration; <br /> .9 <br /> 3e The following are the major provisions of the draft ordinance <br /> a, There would be a moratorium on consideration of any <br /> variances to the 'shoreland ordinance. <br /> b, There would be a moratorium on the issuance of any <br /> building permits for any structure or deck within 75 feet <br /> of the normal high water line. <br /> C.0 This ordinance would not apply to any applications which <br /> were filed with the City prior to the enactment of the <br /> ordinance; Two such applications have been received. <br /> These include the Kadrie request for shoreline variance at . <br /> 1281 Josephine Road and the David Rustad request for a <br /> shoreline variance at 329 S. Owasso blvd. The Rustad <br /> request is being considered by the Planning Commission at <br /> their November 10th meeting. <br /> Staff Recommendation <br /> 1.' City staff recommends that the City Council approve the <br /> attached ordinance declaring a moratorium on the consideration <br /> of all applications for variances to the shoreland management <br /> regulations and for building permits- to construct any structure <br /> or deck within 75 feet of the normal high water line of any <br /> public water on shorelines as defined in Roseville City Code, <br /> Chapter 1 8 t with effective dates from publication through June <br /> 11 1994 , and with the possibility of an extension until <br />
