sale of vehicles. Some vehicles (up to 8) being converted or
waiting to be picked up may be parked outside during the day but
stored inside at night. Thus, though this operation technically
involves the safe of new vehicles, it is far from being a typical auto
sales agency. It is appropriate for the Planning Commission and
Council to consider a Special Use Permit with restrictions so that
the site does not generate the enormous vehicular storage and
display needs of a typical auto agency. Such restrictions might
include:
a. That there be no exterior storage of equipment or parts.
b. That there shall be no advertising sign offering new or used
vehicles for sale on the site.
C.. That the special use permit be for a use as described in the
planning report dated October 13,, 19931.
2. Develovment Summaff
It appears that the scale of the operation is such that the use of the land,
as proposed, has not been obvious and will not be obvious in the future.CIP
The Special Use Permit satisfies more a technicality of the law rather than
a typical "dealership use" of the land. It would appear that the proposal
would not have a deleterious impact on contiguous property owners or the
public at large.
CONCLUSION AND RECOMMENDATION
The Community Development Department staffs recommendation is that
the Special Use Permit be granted with the following conditions:
a. That there be no exterior storage of equipment or parts.
b. That there shall be no advertising sign offering new or used
vehicles for sale on the site.
C. That the special use permit be for a use as described in the planning
report dated October 13, 1993.
M11
