Steve Sarkozy October 4, 1993 <br /> Locating a pathway on the north side of county Road C would, in <br /> general, impact fewer property owners. Also as a generalization, <br /> there is more right-of-way publicly owned on the north side than <br /> the south side. Two major issues that would need to be dealt with <br /> in considering the pathway relocation for the north side are as <br /> follows <br /> 1. the impact to the Westwood village Townhouses, and <br /> 2# the need to relocate the entire power pole system. <br /> For the f irst .issue, if the pathway is located on public night-of- <br /> way or immediately adjacent to the right--of- way, it would have <br /> significant impact to the townhouse project. This impact would <br /> include removal of approximately twenty mature trees and <br /> elimination of the landscaping berm. As an alternative, it is <br /> feasible to consider locating the pathway on the north side of the <br /> berm within the. existing parking lot/driveway area, This would <br /> have an impact to the existing parking and landscaping for the <br /> townhouse project, but could be physically accor=odated without <br /> loss of the berm and all of the mature trees. Cooperation from <br /> the townhouse associations would be essential for construction to <br /> be completed. <br /> To locate the pathway on the north side and still have desired <br /> boulevards of five feet, the power line must be moved two to four <br /> feet closer to the curb. Power poles currently sit 'four to seven <br /> feet back of curb and a two foot clear z one is required on both <br /> sides of the power line frgm the curb and the pathway. If the <br /> power line is left in place, the boulevard would need to be seven <br /> to ten feet wide and then the pathway could be constructed in this <br /> area at least eight to ten feet back of curb. <br /> During this week, staff and the consultant will pursue the <br /> alternative of constructing a pathway on the north side which <br /> appears to be more feasible at this time than the south side <br /> location. However, continuity and funding issues discussed at the <br /> public hearing will have to be addressed in greater detail. <br /> Also the impact of a design change in. the project schedule will be <br /> explored. As with Fairview Avenue it is recommended that if the <br /> location is changed to the north, the council should also consider <br /> s pathway on the south side to be constructed in the future, using <br /> local funds in accordance with city standards. This would include <br /> a four foot- boulevard and a five foot path <br /> If you or the Council have any questions this week about the <br /> project prior to the public hearing, please let me know. <br /> Attachment <br />
