Manager reviewed agenda section: <br /> Hearings <br /> Item Description: Continued public hearings for special assessments for <br /> 1992 public improvement projects <br /> Background: on September 130 1993, the city council had public hearings <br /> to consider assessment rolls for various public improvements which were <br /> constructed in 19920 At the public hearings, individual assessment <br /> rolls were presented and discussed. A separate hearing was held for <br /> each improvement at which time testimony was taken from affected <br /> property ownerse Eighteen written objections were received from the <br /> property owners impacted by several of the projects# copies of all the <br /> written objections are attached. <br /> The following is a detailed description of the staff analysis and <br /> response to each of the objections. The attached table summarizes the <br /> p <br /> particular information including project numbery property information, <br /> proposed assessment, basis of the objection, and recommended changes in <br /> the assessment. <br /> 1* it assessment policy relatina to calculation of assessable <br /> footage us in the odd-lot formula. <br /> The Roseville assessment policy provides a method to calculate the <br /> area for non rectangular lots* This policy is called the 'odd-lot <br /> formula" and involves a series of mathematical computations to <br /> convert an irregular figure into an equivalent rectangle. To <br /> implement the policy, certain assumptions are Yaade for the lot <br /> configurations We have reviewed the objections from Mr. Fel ger{ <br /> Mr. Roberts, and Mr. Dabe including -interpreting the polio and the <br /> assumptions made. We agree that minor corrections to the <br /> assessment are appropriate. Proposed changes to the assessment <br /> roll are indidated on the table for the three objecting property <br /> owners <br /> We note, however, that approximately 85 parcels in this year's PMP <br /> assessment rolls were odd lots which used this polio. The polio <br /> has worked well and should not be eliminated. one minor <br /> modification that should be made to the policy is before you <br /> tonight which applies a cap of 12795 feet as an assessable front <br /> frontage. it is recommended that the adoption of this policy <br /> change be used in applicable situations for the 1992 assessments <br />
