The work was net completed to provide any <br /> strength to the driveway. <br /> 1t is recommended that the assessment be approved as submitted. <br /> C* We received a- written objection from Mr. Harry McKenzie of 2 501 <br /> W. County Road C. Mr. McKenz ie's property is approximately <br /> 1.3 3 acres with approximately 415 feet of depth and 109 feet of <br /> frontage on county Road �2. Mr o McKen z ie O s objection is to <br /> the storm sewer assessment in the amount of $1,008*58o This <br /> assessment was calculated by using the 1.33 acres and <br /> multiplying it times our factor of 3.33 units per acre. Mr. <br /> McKenzie is objecting to this 1.33 acre assessment. He states <br /> that a 5.8 acres of the property do not drain to 'the storm sewer <br /> system. The background information provided by Mr. McKenzie <br /> and field' verif ication confirm that a portion of this property <br /> does not drain to County Road C�2a <br /> Staff recommendation is that a one-unit assessment equal to <br /> $22"x.67 be levied against the property at this time, and the <br /> balance of $780.91 be deferred until such time the project is <br /> filled and the entire parcel benefits from the storm sewer. <br /> Mr. McKenzie has been contacted by city- staff and is in <br /> agreement with this proposal. <br /> 4.*1 R�92-03r Old Highway 8 <br /> a. primrose office Building partnership located at 3101 old Hwy 8 <br /> objected to the $24,747.45 assessment. The .objection is that <br /> the benefit to the property did not exceed the cost of the <br /> improvement. This item has been passed on to an appraiser to <br /> determine if the assessment is acceptable. <br /> City policy is to assess commerical and business property loot <br /> on construction projects o Staff recommendation is that the <br /> assessment stand as proposed and a decision made on adjustments <br /> at the time of the report from the appraisers <br /> b+ The second written objection received was from Mr* Doug Jones, <br /> the owner of the Roseville Townhomes located at 3085 Old <br /> Highway 8. Mr. Jones is objecting to the assessment of <br /> $320.25/unit for which the city has already been reimbursed <br /> through M* .A* fundinga He states that our policy does not <br /> assess R-1 and R-2 for improvements of -this type, but we do <br /> assess R-3 which is also a residential classification. He <br /> believes that this project did not increase the value of his <br /> property* This smatter has been turned over to the appraiser <br /> for a report to the September 27 council meeting., <br />
