The proposed assessment was for 153 <br /> feet of f rontige, at a rate of $14.69 per foot, giving a total <br /> of $2,246.81* <br /> In the past, the majority of cul-de-sac lots that were assessed <br /> were being assessed using an odid�lot formulas This particular <br /> lot does not fall under that formula. Therefore, it is deemed <br /> appropriate to reduce to actual street frontage of 130 feet. This <br /> would- reduce the assessment for 950 Shryer Avenue to $1,908.94. <br /> Although a formal complaint was not received from the residents <br /> at 951 Shryer Avenue, it is deemed fair to reduce their <br /> assessment from the proposed $2,276. 18 t o $1,688.58. The <br /> justification for this reduction is that the cul-de-sac affects <br /> this property the same as 950 Shryer, and both properties <br /> should be assessed using the same method. <br /> 6* 11wIIIIII02 and ST�92ww1 : Neialiborhood 72 <br /> as An objection was received by John Carroll of 448 S. McCarrons <br /> Boulevard. Mr. Carroll's property has frontage on both S. <br /> McCarrons Boulevard and Woodruff Avenue. He states in his <br /> letter that his access and utilities all come from S. McCarrons <br /> Boulevard and the rear of his lot has a steep incline with a <br /> continuous fence backed -up to Woodruff. He has no practical <br /> use of Woodruff Avenue and, therefore, believes he should be <br /> exempt from the proposed assessments of $1,032.36 for street <br /> is <br /> improvement and $504.45 for storm sewer improvements. <br /> It is city policy that when a property abuts a county road and <br /> a city street, the property will not be assessed for <br /> improvements to the county road but will be assessed for <br /> improvements to the city ptreet. Therefore, the assessments to <br /> this property are not out of line with the city policy. <br /> After further review, it is evident that the storm water from <br /> 448 S. McCarrons Boulevard does contribute to our storm sewer <br /> system, so the stored sewer assessment of one unit in the dollar <br /> amount of $504.45 is a valid assessment. Staff recommends the <br /> proposed assessments for 448 S. McCarrons Boulevard be approved <br /> as submitted. ' <br /> b. The second written objection was by Mr. Cmiel at 478 No <br /> McCarrons Boulevard. He is contesting the assessment of <br /> $1,616.35 on the basis that the project has devalued his <br /> property. This lot has been turned over to an appraiser for a <br /> report back to the city council at the September 27, 1993, <br /> meeting. <br />
