Mccarrons Boulevard is a county roads City policy is to not
assess residential properties for county road improvements.
In the future , when S. Mccarrons Blvda is reconstructed, this
property could not be assessed but will be utilizing the storm
sewer installed under project ST-9 swl4 a
Therefore, staff recommends the assessment o f $323.74 should
not be deferred and should be assessed as proposed.
be The second written objection received for this project is from
Mr. George Taylor of 346 S. Mccarrons Boulevard. Mrs Taylor
was assessed for two individual parcels--13-29-23-42-0024 and
13-29- 23-42-0023 . r. Ta l or f s property for parcel 0024 i s not
buildable and has an existing garage placed on that property.
Therefore, he has been assessed for two parcels when one
assessment was appropriate.
Therefore, staff recommends the- remova 1 of one unit for the
parcel of 0024 and reducing the assessment to Mr. Taylor by
$323o74.
C, verbal object:!ons to assessments were raised by Mr. Matt
Schlosser representing his mother's property which is adjacent
p g
to S. Mq arrons Boulevard. The Schlossers have two parcels,
one of which is one acre in size and backs up to the newly
constructed cul-de-s,sac on Marion Street. This parcel was
assessed based on the acreage policy for storm sewer. The
objection of the Schlossers is that the property does not drain
into the storm sewer systems After field verification, we find
the Schlosser contention correct.
Staff recommends the removal of the storm sewer assessment for
parcel 13-29#23-44-0025 from the assessment roll.
The Schlossers also objected to the assessment for parcel
13-2 9. 2 3 44-0026 which was assessed $41506s46 for storm sewer.
The objection was that much of the parcel is not draining into
the city system and also that there is a portion of the
property that is unbuildable due to wetland situations.
Although Mr. Schlosser is correct in stating that a portion of
this property does not drain to the city system, there are
portions that drain to Galtier and Mccarlrons which ultimately
ends up in the new improved storm sewer system. The wetland
area is not a designated wetland by- the DMR mapping system and
has the potential -to be moved on the site based on the wetland
laws of 1991. He also indicated that the total acreage was in
error for this parcel
The city -staff recommends that the assessment for storm sewer
against this property be reduced by the acreage that is north
of Mcarrons Blvd.
