W EW <br /> Department pro al: manager Reviewed: Agenda Sections. <br /> Hearings <br /> item Description* public hearings for special assessment rolls for 1992 <br /> improvement projects <br /> Background: On August 27, 1993, the City Council established the date <br /> to have public hearings for the purpose of establishing special <br /> assessment rates for various 'improvements which were constructed last <br /> year. Assessment rolls for the projects will be considered September <br /> 13 , 1993* It is suggested that the public hearings be conducted <br /> according to the attached agenda* <br /> At the assessment hearing staff will have available specific <br /> information for each o f the affected pro f ect s. Information will include <br /> description of the project, project financing, and a discussion of <br /> typical assessments for properties benefiting from each of the <br /> improvements* Staff will summarize the city assessment policy and how <br /> it is applied to the particular projects. <br /> Engineering Department personnel will be available in the_ engineering <br /> conference room during the hearing to answer specific questions that <br /> property owners may have regarding how individual assessments were <br /> ca 1 cu 1 ated r how front footage s were determ ined o and how payments for <br /> assessments will be made. <br /> It is suggested that if property owners have individual complaints about <br /> the quality of construction as part of the project or specific <br /> information about project deficiencies, these should also be referred to <br /> the Engineering Department personnel in the conference room during the <br /> g resolved prior to the <br /> hearinge These will be addressed by the staff and r p <br /> time the council considers adoption of the final assessment roll on <br /> September 27l 1 � Typically, these kind of complaints relate to <br /> quality of finished construction and are covered under the one-year <br /> contract warranter peri(3de During the past several weeks, we have been <br /> g <br /> workin with last year's Pavement Management program contractors in an <br /> attempt to finally resolve most of these minor clean-up and construction correction items* correction of these types of p roblems should not <br /> delay adoption of assessment rolls* <br /> v <br />
