Manager Reviewed: Agenda Section: Reports and Recommendations item Description: Award of Sidi City Projects 93-10 and 93- 0, Lincoln Drive construction and County Ditch 4 improvements Backgroundo lecent' council action approved public improvement projects and authorized preparation of plans and specifications and advertisement for bids for two projects. These include 934-10 -m- Lincoln Drive construction, Phase 1 #- County Road C-2 to Lydia including roadway improvements, utility extensions, and drainage facilities; and 93 20 mo� County Ditch 4 improvements including ditch cross section modifications, culvert improvements, embankment stabilization, and miscellaneous work. In accordance with council action, bids were received for these two projects on September 2, 1993 . The results of the bids are summarized in the enclosed letter from the project engineer, Short, Elliott, Hendrickson (SEH) . In addition to the bass bid, which included the two projects, alternates were taken for two railing styles for the top- of the block retaining wall. , SEH recommends award of bid to the low bidder, Arnt Construction* Arnt's base bid is $652,377.19. The low bid is approximately 14.3% below the engineer's estimates We would note that the earlier estimate had significantly more landscaping materials than the final plan. However, the final bid is still considerably lower than the estimate. In addition to the letter recommending award, SEH also provided a letter outlining three issues raised by the council at the public improvement hearing. These include amount of landscaping, ditch stabilization techniques, and street lighting standards. As rioted in the letter from SEH, landscaping will be minimal to match inplace Terrace Drive rarest of Lincoln* Street lighting is proposed to match the standard inp l a ce on Terrace. The letter from S EH further describes the ditch stabilization techniques. It is recommended that the railing material for the top retaining walls be the standard, less expensive post material shorn in Alternate E. If Northwestern College is interested in having the railing material match their ornamental iron railing along Lydia, the extra cost should be borne by the college.
