Manager Reviewed: Agenda Section: <br /> Reports and Recommendations <br /> item Description: Award of Sidi City Projects 93-10 and 93- 0, Lincoln <br /> Drive construction and County Ditch 4 improvements <br /> Backgroundo lecent' council action approved public improvement projects <br /> and authorized preparation of plans and specifications and advertisement <br /> for bids for two projects. These include <br /> 934-10 -m- Lincoln Drive construction, Phase 1 #- County Road C-2 to <br /> Lydia including roadway improvements, utility extensions, <br /> and drainage facilities; and <br /> 93 20 mo� County Ditch 4 improvements including ditch cross section <br /> modifications, culvert improvements, embankment stabilization, <br /> and miscellaneous work. <br /> In accordance with council action, bids were received for these two <br /> projects on September 2, 1993 . The results of the bids are summarized <br /> in the enclosed letter from the project engineer, Short, Elliott, <br /> Hendrickson (SEH) . In addition to the bass bid, which included the two <br /> projects, alternates were taken for two railing styles for the top- of <br /> the block retaining wall. , SEH recommends award of bid to the low bidder, <br /> Arnt Construction* Arnt's base bid is $652,377.19. The low bid is <br /> approximately 14.3% below the engineer's estimates We would note that <br /> the earlier estimate had significantly more landscaping materials than <br /> the final plan. However, the final bid is still considerably lower than <br /> the estimate. <br /> In addition to the letter recommending award, SEH also provided a letter <br /> outlining three issues raised by the council at the public improvement <br /> hearing. These include amount of landscaping, ditch stabilization <br /> techniques, and street lighting standards. <br /> As rioted in the letter from SEH, landscaping will be minimal to match <br /> inplace Terrace Drive rarest of Lincoln* Street lighting is proposed to <br /> match the standard inp l a ce on Terrace. The letter from S EH further <br /> describes the ditch stabilization techniques. <br /> It is recommended that the railing material for the top retaining walls <br /> be the standard, less expensive post material shorn in Alternate E. If <br /> Northwestern College is interested in having the railing material match <br /> their ornamental iron railing along Lydia, the extra cost should be <br /> borne by the college. <br />
