The City approved a plat for Mr. Struble in 1991 which <br />platted his property into three lots. One of the lots was an <br />outlot which was land locked and.would not be developable <br />until such time as the adjacent property was developed and <br />street frontage is provided to Mr. struble's outlot. <br />2. The adjacent property owner has begun filling his property in <br />a manner which would maps it unlikely that street access <br />would be provided to- Mr s truble's outlot ■ <br />3 ■ Mme .
