College Properties Inc. request for rezon3.ng <br />from Hww3 , B� , and R -1 to PUD, approval of a <br />planned unit development general concept <br />plan, street vacation, and approval of a <br />preliminary plat. <br />Eackoround: <br />1. College ,Properties Inc. has requested that the City approve a <br />planned unit development for the former Paul i s Place <br />property,, Russell court subdivision, 'and the Simpson Auto <br />site at Snelling Avenue and Lydia Avenge. <br />29 The City's planned unit development ordinance requires two <br />stages of review by the City Council. The first stage is the <br />general concept plan approval and the second stage is the <br />final plan approval. This request is at the general concept - <br />plan approval stage. The other actions required by the pity <br />Council include the vacation of the frontage road,, rezoning <br />the - site from E�3 , E -2 . and R -1 to 3?UD and approval of 'a <br />preliminary plat on the site* <br />3e The Planning Commission unanimously recommended- approval of <br />rezoning from B-3, E� , and Rwwl to PUD, approval of a general <br />concept planned unit development plan, vacation of the <br />frontage road and approval of a preliminary and final plat <br />with the following conditions: <br />1 That the right -of -way for the extension of Lincoln Drive <br />through the site be dedicated in exchange for the City <br />deeding the former mer nel l ing Avenue frontage goad right <br />of -way to the owners. <br />2a That a 20 foot transit' easement in favor of Ramsey <br />County -he reserved, as shown on the plat adjacent to <br />Snelling Avenue <br />3w That the Public Works Department approve all final <br />utility and grading plans. <br />4,o That the 'landscape plan,, including landscaping in <br />adjacent neighbors' yards, be reviewed and approved by <br />City staff after an analysis of utility conflicts. <br />
