EACH R.0UKD <br />College Properties, Inc, , a development corporation created ]� <br />Northwestern College, has proposed a major redevelopment project <br />on the former Paul ,1s Place property., Russell Court subdivision,, <br />and Simpson auto dealer at . } = s l l ing Avenue and Lydia Avenues The <br />project, known as the South Campus, is across Lydia Avenue from <br />the 'Northwestern College campus,, The proposal involves a major <br />component of senior housing of various types as well as day care, <br />student houringj, a motel, and future campus educational uses. It <br />was reviewed by the Planning Commission at the February meeting <br />and has also been discussed' at two neighborhood meetings in <br />January and February. We prepared summaries of these two meetings, <br />with additional background, 3.nf ormat ion on the project,, and sent <br />them to area neighbors* Copies are attached. The first - indicates <br />generally what could be developed on the property under the <br />current zoning and Land Use Plan, the second summarizes the South <br />Campus project's concept. The applicant has also supplied a <br />submission booklet with color sketches which describes, and <br />illustrates the proposals <br />The -request before the planning Commission is for General Concept <br />Plan approvals The applicant needs to indicate the general intent <br />of the project but not all the details. The General Concept stage <br />should indicate the location of buildingst roads and other major <br />features,, the intend6d uses* and the character of the project and <br />its impact on neighboring properties. Within this .framework both <br />the City and the applicant can be assured that final planswill <br />meet their expectations when they are prepared in detail. <br />2.
