You will note that the resolution and Exhibit E follow precisely the language we last proposed tb the Association (see my proposal with pen and ink changes, enclosed herewith), except:' 1.0 The Relief Association adds a new whereas clause, to read as follows: WHEREAS, , the City has requested that the Association consider the adoption of certain procedural matters, although the Association is not obligated to do so; 1 have no problem with that whereas clause being added, E doing so, the' City is not acknowledging that the Relief Association Board is not bound by the open meeting law, it is merely acknowledging that the belief Association is not legally obligated to adopt the procedural rules. That is, the Relief Association could be bound by the open meeting law without adopting specific rules incorporating the provisions of the law. 20 The other change is elimination of paragraph 5 of Exhibit B. That is the paragraph that entitles the City Council to meet with- the membership of the Association after -identifying the matters to he discussed in advance of the meeting.
