REQUEST FOR COUNCIL ACTION
Department Approval: Manager Reviewed
=4 WI 4 m PA
DATE 4/12/93
ITEM No.: L . I
Agenda section:
organizational Business
Item Description: 1993 Maintenance Workers' Contract
BACKGROUND
The 1993 contract negotiations with the Maintenance Workers" Union
(International Union of operating Engineers - Local 49) have resulted
in an offer consisting of the following,
. .43 per hour increase (approximately 3%) effective January 1,
1993.
Increase maximum insurance contribution by the City from $260
to $290 effective January 1, 19930
Add the job class o f "Building Ma► intenance worker" at the rate
of $10.33 per hour. This was previously a nonunion job class
of Activity Center Custodian. The new rate is consistent with
the previous nonunion pay range.
Add contract language which allows the City to employ seasonal
or temporary laborers for no more than 120 working days per
calendar year. Such language is required by and consistent
with the MN Public Employees Labor Relation' Act.
All of the above provisions are consistent with proposals made to all
other employee groups, both union and nonunion.,
ALTERNATIVES
The Council may choose to approve the above offer and authorize the
City Manager to sign the 1993 contract, or it may choose to disapprove
the offer. If disapproved, the 1993 contract provisions will probably
be arbitrated.
FINANCIAL IMPLICATION
The above offer results in a total package increase to each maintenance
worker of approximately 4 *25 percent. This is somewhat higher than the
approximately 4,0 package being offered to other employee groups.
This is because the maintenance workers had fallen behind in the
maximum insurance contribution. The total dollar cost of the
Maintenance workersJ' Contract is- approximately $29,340, which can be
provided from the Contingency Fund
STAFF RECOMMENDATION
The staff recommends approval of the 1993 Maintenance Workers, Contract
provisions as described above.
COUNCIL ACTION REQUESTED 19
Motion approving the 1993 Maintenance Workerst Contract settlement and
authorizing the City Manager to execute a contract incorporating the
settlement terms.
