Department Ajp o al : Manager Reviewed: Agenda Section: Item Description: Approval of engineering service contract with BRW City project SW-93-12,, County Road - C bikeway pathway Baokground In early February, staff discussed with the council a grant application which had been submitted to Met Council for possible funding of a pathway along County Road C. The project was to provide a pathway along County Road O from Cleveland Avenue to Rice Street, on Rice Street from County Road C south to County B,, on - Fairview Avenue from County Road C south to TsH. 36, and on Snelling Avenue from County Road O to County Road B. The project was intended to provide a continuous 5 mile harrier free, bikeway /walkway through Roseville which connects with existing facilities and provides-access to regional and local retail businesses and public facilities. In late February, we received notification from the Metropolitan Council that the grant had been approved. An official letter from Met Council followed shortly advising that the project has been financed and should proceed. Accordingly, staff interviewed consultants for engineering services to provide engineering design, landscape architecture, and surveying services for this project. Because of the current staff workload with the normal ongoing projects and the Oval, it is not possible for us to design and manage construction for this project in house. Also, outside expertise is necessary in the areas of dealing with MnDOT and other financing agencies on federal projects. Landscape architect expertise is required because of the amenities which should be incorporated into this project. Outside agencies involved in this program include MnDOT, the State Aid Office of MnDOT, Met Council, Federal Highway Administration, Ramsey County, Minnesota Department of Natural Resources, and private utilities including NP and the Burlington Northern Railroad. Based on the schedule established by MnDOT and the Met Council, a contract for this project must be let by January 1, 1994m A very extensive public involvement process and right�-of -way acquisition program rust also be completed prior to that date. For this reason, it is necessary to move ahead with the project by first selecting a professional design consultant.
