REQUEST FOR CODNCIL ACTION DATE: 4/8/93 <br />ITEM NO. <br />Department Ajp o al : Manager Reviewed: Agenda Section: <br />Item Description: Approval of engineering service contract with BRW <br />City project SW-93-12,, County Road - C bikeway pathway <br />Baokground In early February, staff discussed with the council a grant <br />application which had been submitted to Met Council for possible funding <br />of a pathway along County Road C. The project was to provide a pathway <br />along County Road O from Cleveland Avenue to Rice Street, on Rice Street <br />from County Road C south to County B,, on - Fairview Avenue from County <br />Road C south to TsH. 36, and on Snelling Avenue from County Road O to <br />County Road B. The project was intended to provide a continuous 5 mile <br />harrier free, bikeway /walkway through Roseville which connects with <br />existing facilities and provides-access to regional and local retail <br />businesses and public facilities. <br />In late February, we received notification from the Metropolitan Council <br />that the grant had been approved. An official letter from Met Council <br />followed shortly advising that the project has been financed and should <br />proceed. <br />Accordingly, staff interviewed consultants for engineering services to <br />provide engineering design, landscape architecture, and surveying <br />services for this project. Because of the current staff workload with <br />the normal ongoing projects and the Oval, it is not possible for us to <br />design and manage construction for this project in house. Also, outside <br />expertise is necessary in the areas of dealing with MnDOT and other <br />financing agencies on federal projects. Landscape architect expertise <br />is required because of the amenities which should be incorporated into <br />this project. Outside agencies involved in this program include MnDOT, <br />the State Aid Office of MnDOT, Met Council, Federal Highway <br />Administration, Ramsey County, Minnesota Department of Natural <br />Resources, and private utilities including NP and the Burlington <br />Northern Railroad. <br />Based on the schedule established by MnDOT and the Met Council, a <br />contract for this project must be let by January 1, 1994m A very <br />extensive public involvement process and right�-of -way acquisition <br />program rust also be completed prior to that date. For this reason, it <br />is necessary to move ahead with the project by first selecting a <br />professional design consultant. <br />
