Resolution approving plans and specifications and <br />ordering advertisement for b ids , 1993 PKP contracts <br />Background: on Monday,, March S. and Tuesday, Narch 9. 19 9 3 , public <br />improvement hearings were held for the 19 9 3 Pavement management program . <br />Also, a public hearing was held for the mosey County mamlins Avenue <br />project. All projects were heard and ordered for construction at the. <br />conclusion of those hearings& <br />During the public hearings, a number of design issues were raised. Staff <br />feels that all of those major issues were incorporated into the ooux c i l l s <br />approvals. Also, residents had specific concerns regarding final design <br />issues. These will be worked out in detail either on the final plans to <br />be completed by early April or in the field -as construction is being <br />done, Some of the issues are impossible to resolve in the office and <br />must be f inal i ed ' in the-field working with the contractor and <br />homeowners. <br />Two major issues regu ir ing considerable dis' uss i on and debate by the <br />council included the following: <br />1i Width of Burke Avenue and decision to cul- de�sac Burke or construct <br />through street <br />This issue was resolved by ouncil in recommending the road width <br />be 32 feet over the west serrtion and reduced in width to 28 feet <br />over the easterly portions This is slightly wider than the <br />compromise alternative agreed to by the neighborhood,, However, the <br />council felt the extra width was necessary for public safety <br />purposes and to provide room for on� street parking. This <br />alternative will require theemoval of More trees and acquisition <br />of right�of -way from the north side. <br />We will continue to explore the feasibi 'lity of construction of a <br />through street and report our findings to the city Council at a <br />future work session in April or May* If it is determined that it <br />-is possible to construct a through street, we could amend the <br />contract after holding another neighborhood hearing.- <br />2 sidewalk locations on Garden Avenue <br />-Based on input -at the public hearing and our field inve st iga r In ,, <br />we have detem ined that the most practical location is the s7 uh <br />side as ordered by the City Council.
