43 <br />March 12, 1993 <br />To: Steve sarkozy <br />FROM: Laura ushne <br />RE: FAY EQUITY UPDATE <br />As you know, we have now received official no t i f i c at i ors from <br />the Department of Employee Relations (DOER) that the City of <br />Roseville is not in compliance with the pay equity statute. This <br />noncompliance finding will have no effect (e.g., no penalties) as <br />long as we are in compliance by the new deadline (June 30, 1993). <br />I have been working on a plan for achieving compliance with <br />four goals in rind: <br />0 minimize the oast to the City r <br />a maintain the internal integrity of our current pay plan; <br />a maintain consistency with comparable external salaries <br />(primarily other cities in the metropolitan area) . <br />It appears that we can achieve pay equity compliance by <br />consolidating job classes in the Clerical /Technical pay plan. As <br />a result of this consolidation, some employees salaries will <br />increase. None will decrease. <br />The cost of this plan for achieving compliance is <br />approximately $13,500 to $14, 600 ( including FICA. and PERA) , and it <br />is both internally and externally valid. <br />The next step will be to ask DOER for a preliminary review of <br />the plan to ensure that there are no unforeseen problems. After <br />that, we should plan to meet with affected employees. The final <br />plan should be taken to the City Council for approval. <br />DOER-will require us to submit our final report on or before <br />June 30, 1993 based on May 31, 1993 salaries. <br />LK /kl <br />
