Gatlin <br />Public Works Director <br />City of Roseville <br />2660 Civic center Drive <br />Roseville* NON 65 113-1899 <br />Re: City of Roseville Special Assessments, City Project 91-04, terrace Drive <br />Construction <br />Dear Mr. Gatlin: <br />As you know Norwest Bank Minnesota, N.A. recently took title to the property known as <br />Rosedale Square North which Includes both a retail center and an office building located <br />on the following tax parcels: <br />Retail Center: 04-29-23-41-0025 <br />04-29-23-41-0026 <br />Office Building: 04-29-23-41-0023 <br />04-29-23-41-0024 <br />During the foreclosure perlod It came to the bank's attention that there were several <br />unresolved issues regarding both special assessments and easements affecting three of <br />the four properties (parcel 26 was not involved). Unfortunately, since the bank Was not ire <br />tale, there was nothing that it could do regarding those Issues. This Is no longer the case <br />now that the foreclosure period is over and the bank owns the properties. <br />A� to the special assessments, k Is our understanding that $125,961.91 was assessed <br />against parcels 23,24, and 25 In conf unction with the construction of Terrace Drive and <br />related storm sewer work. in your letter of February 1, 1993 you indicated that you had <br />previously agreed on a discount of these assessments with the previous owner, Rosedale <br />Square North Lim tbd Partnership} since the above referenced parcels received only <br />reduced benefits from the Improvements. Unfortunately tmt agreement was never <br />formalized to the partnership filing bankruptcy and the properties were assessed for their <br />full share of the Improvement costs.
