They have submitted a <br />public improvement petition requesting construction of public <br />improvements for Lincoln give from county Road C-2 to Lydia Avenue. <br />The proposed improvements include the construction of a roadway with <br />.paving and concrete curb and gutter, and installation of necessary <br />utilities to sera the development including waterma in, sanitary sewer, <br />and stogy--m surer. The developers are asking that the feasibility study <br />be prepared and a public improvement hearing be held to determine <br />whether the project should proceed. At this point, the developers are <br />requesting that the city construct the improvements and assess the <br />cost against the benefiting{propert. A map showing the proposed <br />improve ants is attached <br />Three years ago the - council considered the extension of Lincoln Drive <br />tat time <br />north of Terrace Drive. The segment under consideration at h <br />included the portion of Lincoln between Terrace Drive and county Road <br />C�2 and County Road Cow2 from Lincoln to Snelling. No serious <br />consideration was given for extension of Lincoln north of County Road <br />C- 2e At that time the council chose not to ore. :r the project primarily <br />because of concerns expressed by proper-*--*,? owne } along the segment of <br />proposed Lincoln Avenue south of County Road C--2 also owning property on <br />the Snelling Avenue Frontage Roads The council expressed an interest in <br />proceeding with the entire project in the future at such time as the <br />Paul's Place redevelopment moved ahead. <br />Since that project is now seriously being considered, it seems <br />appropriate to consider the extension of Lincoln give along the entire <br />incomplete section from Terrace give to County Road C-2 and from county <br />Road Ca-2 to Lydia Avenue. Also, to complete the project, it will be <br />necessary to reconstruct county Road C-2 between Snelling and Lincoln <br />including signal modifications at the intersection of county Road C -2 <br />and Snelling. <br />When the the Lincoln give extension was considered. previously, many of <br />the d.egign issues were addressed at that times These eluded roadway <br />alignment and widthr utility locations, necessary stor.r sewer, and other <br />o <br />engineering issues+ A complete feasibility report should no t take a <br />great deal of additional engineering efforts <br />
